A fight without quarter is necessary to remove corrupt and powerful bureaucrats. This requires more strength of character than of arms. The culprit╒s guilt must be openly proclaimed. The leader╒s own shortcomings must be corrected. He must eventually employ force, after he has convinced his adherents of his extreme reluctance to do so.
